Background on Desktop

This is a bit out of my scope, so hopefully someone can help. :)
We are using a JPG file as wallpaper on all workstations. But we have
a few exceptions, of course that don't want any wallpaper. Not even an
image. We've created an exception policy based on a security group.
I've tried setting the policy to point to a JPG that does not valid,
but the image from previous still loads. I've also disabled Active
Desktop in hopes to prevent JPG files from loading at all. Anyone have
any ideas? Thank you!
