GPO Stopped on One Server

My servers are MS 2003, SP1. I have DCs in 4 locations, 2 in main location.
All are DNS servers. I have a member server in the main building that is
the DFS root and file server for all staff. DFS has been working for a year.
I can no longer use a DFS mmc in the main building, either from the DCs or
from my admin station, the mmc goes "Not Responding" I can access the DFS
mmc from the DCs in the remote locations.

On November 17 the file server/DFS root stopped updating a GPO that pushes
a dialog box with daily messages. Troubleshooting leads me to the 1006 and
1030 Event IDs that repeat regularly.

Running dcdiag /e (enterprise wide) returns no errors. Running netdiag
returns no errors. Running gpotool returns no errors. However, if I run
the Group Policy Results Wizard against the file server I do get an error
under Components Status:

Group Policy Infrastructure Failed
The service did not respond to the start or control request in a timely
fashion.

Running GPUPDATE /force did not update the GPO. The wizard error appears
related to the Event ID 1006 which is a timeout error.

Any advice on why this member server is timing out on binding to the domain
wouold be apprciated. It should be noted that users are experiencing no
problems logging into the file server or accessing their files.
