I think at this point, you might want to consider doing a network trace to ensure that it really is a port-blocking problem, that is, if you're SURE you set up the firewall exceptions correctly. Can you post the strings you used in your exceptions here? They can be tricky and they don't get validated when they're entered.

since I have just deleted these settings and it doesn't seem to be possible to edit them from within the GPO GUI the aftermentioned string is by heart:
%windir%\subfolder\executable:172.16.100/24,172.16.110/24,172.16.120/24:enabled:NiceName
and then some more alike this, all using the system variables due to different OS versions
now that I think about it when rewriting them,
could it be that I need to add quotes around every separate string between the colons or only around the full string?
but this still doesnt explain why the other settings were reversed
more so since I did a granular builtdown of the settings and nothing ever got the way I think it supposed to be working
