Prevent user from deleting icons on the desktop

Hi im under Windows 2003

I have a windows xp workstation

How can i prevent the user from deleting the internet explorer icon on the
desktop with the "delete" keyboard key

I have enable "Don't save settings at exit" for the desktop but iot dont
seem to work

Help me please
