With Desktop Authority 7.5 from ScriptLogic
(http://www.scriptlogic.com/products/DesktopAuthority/) you can use the
USB/Port Security Option
(http://www.scriptlogic.com/products/desktopauthority/usbsecurity.asp)
to restrict who can read and/or write to CD and DVD writers in addition
to many other devices.
