Restricting Write Capabilities On CD-RW Drive

Hello,
I'd like to know if it's possible to override write capabilities, CD-RW
(CD/DVD) on local machines attached to a domain. Would like to know if I
can control the ability of the machines logged on to the domain via Active
Directory to write CD's or DVD's. Can domain priveleges/permissions take
precedent over local settings? Local machines run Windows XP and the server
is Windows 2003. Any help would be appreciated.
