You create the user as a local user and you are still logging on local?
As I see now from your first posting, the user is aswell member of
Administrators and because the domain admins are mapped to the
local administrators, the domain user you created is a local admin.
He doesn´t need "Network Configuration Operators", this is only needed
if he es a User, what is of course the recommended setting.
