i just chedked and that was the problem, a deleted the gpo with the error
and now gpupdate /force event id

The second event, gives the pointer to the problem. If the gpo processing
is not able to read or open the file for a gpo it will fail to process all
GPOs. Check that the gpt.ini file is in the location mentioned in the
event.
