You need to download the Internet Explorer Administration Kit 7 (IEAK 7):

In the installation folder, there might be a subfolders "policies/WIN32/EN" , where the ADM template files lie. If not, start ieak7wiz and perform the first few steps until the setup comes to download the newest files. These files will contain the adm-templates.

You then perform the steps you normally do. In Group Policy Editor, right-click "Administrative Templates" at either the "User Configuration" or "Computer Configuration" node and select "Add/Remove Administrative templates" (or something similar to that). You can click "Add" and choose the ADM-templates files of the IEAK 7.
