STOP! This might be the reason why the policy is not working. Group Policy does not work on groups, so you need to put the two users DIRECT into the OU where you linked the policy at.
I know the term "Group Policy" would indicate that they would work with security groups, but Group Policies only apply to user- and computer accounts. You therefore have to _always_ put user and/or computer accounts into the OUs you link GPs to. The "Group" in "Group Policy" means something like "a group of users/computers"
Try this and let me know if it works now - the rest of your steps should be ok.
