Sorry, I really didn't get what you wanted to ask - so thanks for making this clearer now.
I wouldn't know why the deleting of history items would be a concern for you, but you could alter the NFTS permissions on the folder. You could allow the writing of items into there (that is, what history does) but explicitly take them the "Delete" and "Delete Subfolder and Files" permissions away.
I don't know if you can get away with that, but there is nothing similar that Group Policy could do for you - that's just about file system permissions...
