Yes, this solves the problem of the laptop being locked, but as I explained in my original post, it does not solve the problem of the laptop being EFFECTIVELY logged in as the other user (when it comes out of standby)!

This is a serious security risk (e.g new user could read old user's email) and anyway, the new user would not understand they were logged in as someone else, all their network resources would be wrong.

I need the old user logged off and the laptop shut down. The users are very good about logging off and shutting down, but when the laptop goes into "standby", the user doesn't understand, and thinks it's time to pack it away.

OK, I can create a default user profile, but surely this will be
over-ridden as soon as each domain user logs in - they all have roaming
profiles...

You can also do this with a GPO but it is a little more involved. You
would
need to create a login script then apply the GPO to that computer only
(you
can use security filtering for this) and enable loopback processing.
This
would effectively limit the changes to the standby mode to that computer
only and for every user logging into that computer.
Total overkill! All I want to do is disable standby on a single laptop,
or just prevent it from entering standby mode, surely there must be an
easier way?

One thing I don't understand, when these same users log into their
desktop machines, the option to go to standby after 20 minutes is NOT in
effect. How can it be that suddenly it's in effect when they log into a
laptop? (The user profile and NTUSER.DAT is the same)
