AD 2003 + 2000 and criteri di protezione

i have a 2003 server with AD
in network with a 2000 server TS with AD.

users are not able to connect to 2000TS with a protection error.

i apply different policies on 2000TS and it work
but when AD resinconize
access don't work again.

How if some rule on 2003 is not the same on 2000 and in the moment of
sincronization
it overwrite the right one.

any idea?
