Just in case got this (working) solution from a different source

The first thing to do is, while logged on to that system, can you
access the registry editor? If not then go to a remote machine and
connect to that machine's remote registry. If you're in locally then go
to HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\
and just delete the value called RestrictRun. Once you do that, you'll
be opened up (or it may take a few seconds). Right away, go into the
local GP Editor and remove the policy. If you are accessing the machine
remotely, then you'll need to go to HKEY_USERS and then look for the
SID key of the currently logged on user. Then go to the same path as
above and delete that RestrictRun key. Either way that should free you
up to undo the policy.
