Yes, provided that by "the same policies" one understands that some
can be defined to behave differently in one compared to the other
situation, for example, the firewall. The same policies are applied, yes;
the effect may have some differences based strictly on what IS in the
policies.

You would need to require use of domain accounts, and not
give out administrative accounts. Otherwise, what is applied
will be applied, but there are a couple things to keep in mind,
like the firewall having two policies and the need to allow use
of cached logins.
