Hi,
Not sure what you mean by browse the control panel for the application.
If you publish an application (which can only be done for user) it is
in the add/remove programs and does not install until the user clicks
on it.
If you assign the application (can be done for both user and computer),
it is in the start menu and does not install until the user clicks on
it from the start menu.
The question is how are you deploying this package to the users?
Sounds like you have published the application. Is this correct?

When you installed Acrobat Reader it should have automatically been
available
for all users unless you're redirecting their Start Menu.
To control what applications are available to the user:
User Configuration --> Administrative Templates --> System
Then create a list in "Run only allowed Windows applications"
To control what applications are unavailable to the user:
User Configuration --> Administrative Templates --> System
Then create a list in "Don't run specified Windows applications"
