You might be right. I was thinking in more generic terms when using no
override and was not aware that when linked to a site it worked differently.
I don't have the means to test it right now.

Not normally unless that GPO linked to the site is enforced as in do not
override.

If I create GPOs and link them to sites, then block inheritance on an
OU, will the objects in that specific OU get the policy?
