Disabling Windows Installer via GP will only work for .msi software
packages. It sounds like the users are local administrators which you really
want to avoid unless there is a really good reason that it has to be done.
If you have applications that do not run as a regular user you may be able
to get them to work by tweaking file and registry permissions used by the
application. You also can use Software Restriction Policies for XP Pro to
prevent the use and installation of unauthorized software and enforcement
can be set to include local administrators though local administrators can
bypass SRP by booting into Safe Mode if they know that plus trying to
restrict administrators is usually futile for at least some users.

I tried disabling windows installer but still users can install
many of the softwares on local systems . Can anybody help me resolving
