No they don´t. Sorry, but I think giving a wrong Proxy is the most
senseless way to control internet access.

With GPOs you only control the IE, but have you ever mention, that
it is easy possible to extract a Firefox to any place you want,
or just use the portable Mozilla from USB stick ... they don´t care
about your GPO.

The only solution is a REAL Proxy with user authentication.

A little example about your scenario:
One day you mention, that a lot of things are missing in your company,
the ink of your printers is always empty, paper is missing and every time
you need a pen or a lighter, all of the 1.000 pieces are gone ...
Your first idea is: Some of your employees take it away.
What is the solution in this scenario?

You have to control the people at time they are leaving the building.
Best way: They have to leave through one single door and you control it.

My way: I close every door in the building and the only place to leave it
is the door that I can control.

Your way: You have send a mail to all your employees "Please leave the
building at frontdoor". The ones, that are suspicious iwll leave the
building through the backdoor and you will never find the person, that
is responsible for all your stolen things of your company.

Controlling Internet Access is NO task, that can be managed by GPO.
