You need to apply the Password Policy on Domain Level. Create a new
Group Policy at Domain Level and make your changes. It will only then
work for all your users.
If you link a Policy with password settings at OU level (like you did
now) the password settings will only have effect on the local passwords
on the client machines.

Great stuff, thanks Florian! :)
However, this leaves me with another issue:
I have created a new Domain Level GPO with the relevant password
settings enabled, but if I then run GPRESULT on the PC, it shows that
my new Domain Level GPO is being denied because of Security Filtering
(it is the same for the Default Domain Policy, that is being denied as
well). I don't know what this means.
Can you help please?
