restricting write access to desktop

Hello,
I need to restrict write access to the desktop to users.
I guess this could be done via NTFS, but that is not what i want.
Users have a roaming profile that gets downloaded everytime they log
onto a PC. I dont want they to be copying large files eg. pdfs, and
what ever when they log in. So i want to restrict writing, but only
allow the addition of shortcuts.
Has this ever been done?
