I am guessing that this is an issue of the switch not fully initializing the
port by the time policy is running. Check out either of these KB articles:

It sounds like the share that has the installation files is not available
or maybe it does not have the proper permissions. Try to see if you can
access the share on the repaired server from the client computer to at
least view the files and verify that permissions are correct for the share
and the NTFS/folder permissions. If it is not too much a hassle and
nothing seems to help try putting the old switch back into the network to
see if the that solves the problem or not to try to at least narrow down
the problem. I would also run the support tool netdiag on the server and
domain client computer to check for networking and domain related health
and check it's logs via Event Viewer to see if any errors/warnings are
shown that could be related to the problem. The link below is from

with the comments from others that have had and solved problems related to
that event.

We're recently installed a new NetGear GB switch (GS748T). On the
night that we installed the switch, the motherboard failed on our mail
server, which houses the installation files for the
group-policy-managed software. IBM replaced the motherboard. So, we
had 2 major changes.

Now I'm setting up some new PCs, and the group policy software
installation won't work. It has the messages about the logon
optimization in XP that I've seen before, but when I encountered those
previously, the installation worked as expected: just add a few
reboots, and everything is fine.

At the switch level, I've tried turning flow control on/off, and
setting the connection speed/duplexing manually to match PC network
card, to no avail.

I've tried setting the local group policy Computer
Configuration\Administrative Templates\System\Logon\Always wait for the
network at computer startup and logon.

I've tried gpupdate /sync, to no avaiil.

I called NetGear, and they deny that their switch is the problem.

The packages that are in the group policies install correctly if I
install them via command line, set to run silently, so that it's as
much like a group policy as it can be.

When the PC is booting up, I can see it trying, briefly, to install the
software. In the event logs, I get event 108 from Source: Application
Management

Failed to apply changes to software installation settings. Software
changes could not be applied. A previous log entry with details should
exist. The error was : The installation source for this product is not
available. Verify that the source exists and that you can access it.
