Well, this article tell me to do what I've been doing -- basically
changing the policies on a user by use basis, by logging in as that
user. Here's a quote from the KB article:

6. Log off from the computer, and then log on to the computer as one of
the non-administrator users of this computer for whom you want these
policies to apply. Repeat this step for each user of this computer for
whom you want these policies to apply. The policies are implemented for
all these users and for the administrator.
---

This is what I was trying to avoid. I would rather just change the
policies for a user while I am logged on as the administrator.
