I would recommend that you investigate the secedit database to see if it
has become corrupt.
Using esentutl /g c:\Windows\Security\database\secedit.sdb to check the
status of the database.
Using esentutl /p c:\Windows\Security\database\secedit.sdb to repair any
problems if the first command reports that the database is corrupt.
Come back if this does not work, you may need to backup the database and
log files and delete and start from scratch.
