The message you are receiving is normally caused when you disable "Solicited
Remote Assistance", which stops the user inviting someone to help them. This
is a common problem as it makes sense to remove this to prevent the user
sending invites with the intention of only using the allow offer by
configuring the Offer policy.
I am sorry but in order to have the offer feature working the solicited
feature must also be allowed, the only thing that you can do is prevent uses
from gaining access to help and support center to use the feature.

Yes. You saw "UserConf\Windows Settings\Security Settings\System
Services\" ?
If you want to configure a services that is installed on a client
http://www.microsoft.com/downloads/details.aspx?FamilyID=0a6d4c24-8cbd-4b35-that doesn't exist on your server, you will need to download the GPMC
(Group Policy Management Console) from Microsoft:
9272-dd3cbfc81887&DisplayLang=en
and edit the policy from the client.
