Yes. You saw "UserConf\Windows Settings\Security Settings\System Services\" ?
If you want to configure a services that is installed on a client system that doesn't exist on your server, you will need to download the GPMC (Group Policy Management Console) from Microsoft:
http://www.microsoft.com/downloads/details.aspx?FamilyID=0a6d4c24-8cbd-4b35-9272-dd3cbfc81887&DisplayLang=en
and edit the policy from the client.
