Consulted other engineers, and some suggestions:

Let's put the template on the local machine and test it as:
scwcmd transform /p:c:\mytemplate.xml /g:MyTemplate

We can run it with the analyze switch once the syntax issue is resolved to
see what is going on.
Scwcmd analyze /p:c:\windows\security\msscw\policies\DCPolicy.xml /e
