Lock myself out of PC

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance



Well in the process of setting up a test machine for local GPO policies
I have managed to lock myself out.
I can login as administrator but cant access the run command to edit
the policy or registry.
Cant create shortcuts all start menus are not available.

I can also get into IE. DOS window has not been disabled but the menu
option is disabled.

Any backdoor way to renable the run command through IE
