Empty indicates that there is nothing detected in the GPO. That is, the DC
where the modeling run is occurring thinks the GPO has a version number of
0. This could be because that DC has not properly replicated the GPO from
the PDC emulator. I would use GPOTOOL to check the consistency of GPO
replication across all of your DCs.

I have a GPO set up with only one setting configured: IE Proxy Setting
It's linked to a site and is set to enforced. But when I run group policy
modeling the proxy settings do not get applied and uned the Summary tab
this
particular GPO is listed as 'Denied' with 'Empty' given as a reason.
Do I need to apply a setting other than just the IE proxt settings to make
this thing work? Why does it consider the GPO empty when I have in fact
set-up the proxy settings?
