Still have trouble with this. I ran the tool and it shows that the policy
is disabled. I disabled the domain policy and still have the same issue. I
will have the user log into another station to see if the problem exists
there.

Click Start->"Help and Support" -> select "System Information" at "Tools -
Locate tools like System information..." -> Click "Advanced System
Information" at the left panel under "Tools - Help and Supprt Center
Tools" and finally select "View Group Policy Settings applied".

This will show you all policies the machine and the user applied from GPs.
