This behaviour is by design. Computers will only apply computer configuration settings and users will only apply user configuration settings(by default). What prevents you from applying your user config. policies to user accounts in a different OU?
As I stated above, that behaviour is "by default" - you may activate the "Loopback Processing Mode" which enables you to let your computers apply the user config settings:

Enabling "Loopback" can add a complexity to your environment. So if you already have organized your users in OUs or if you are able to (re-) organize your users in OUs, I'd prefer not to use "Loopback" and to manage the user configs at user OUs.
