It's difficult to tell what this problem might be, since you're not providing any further information about the operating system's you're running or what polcies you're trying to deploy or .. . I will provide you some "standard"-points to check, maybe there's something that solves your problem:
- On Windows XP workstations, it's always good to apply the policy "Always wait for the network at computer startup and logon" at "CompConf\Adm Vorl\System\Logon"
- Having a look at the eventlog and tools like "gpresult" and "rsop.msc" should give you a hint if there is an error with Client Side Extensions that are responsible for policy application.
- Check your DNS configuration on the clients. Are they all the same?
- Do all clients lie in the scope of the policy or does the policy just apply to "some" clients since all other clients belong to another OU?
