Group Policy Application

My apologies if this turns out to be a daft question but I'm banging my head
against a brick wall over this.
All users in my company work off a Terminal Services infrastructure load
balanced across two Windows 2003 Enterprise servers.
I have locked down the Terminal Services Desktop using Group Policy. The
only problem is that some users have laptops and the Group Policy is too
restrictive for their requirements. the Group Policy contains only settings
in User Configuration and is attached to an OU containing all users in
thecompany.
Is there a way I can have these settings apply when they are connecting to
the Terminal Servers but not apply to their laptops without giving them a
local profile on the Laptop?
