redirect Temporary Internet Files via GP

The normal behavior is that user's tempprary Internet files are stored under
his/her own profile area. But on some of the XP Pro workstations, we found
that they are stored under the root of C: that are shared by all users.
Is there a way to change this to its normal behavior via GP? We have a web
app that writes temp files to the "Temporary Internet Files" directory. If
this directory is under the root of C, then non-admin is unable to write
there.
I am trying to do this via GP, so that I don't have to change the directory
one by one.
