Well, there is no need to. Unless you won't administer your GPs on the DC itself, you don't need to update the folder.
Also, I want my older gpo to use the XP system.adm (it has a lot more settings in it, i.e. firewall). While on XP Can I just open the GPO, right click on administative templates within the older GPO and overwrite the system template that it is using by add/remove templates? I tested it and it seemed to work fine. I just have not seen this talked about specifically.
As far as I know, you wouldn't even need that. As soon as you open the (old) GP with your newer XP workstation and alter it to use new features, the server will overtake the system.adm and use it for that specific GPO. That GP uses - from this point on - the newer .adm. The negative point is: when *then* trying to change the policy with the Windows 2000 again, you won't be able to see or alter the XP specific options.
