Not with group policy.
I would suggest a script that applies a custom group to effect
the needed grant/deny. Problem is that would be static, for
files with those extensions at time script is run, not ones later
added (for that you would need to hook onto changes and
supply code to check extension and act accordingly).

Is there a way to apply security by file extension and its locations with
some exception?
e.g. I'd like to mask out(make it not-readable and not-executable) for
user a,b,c for file with extension *.xxx *.yyy from
c:\windows\systems32(including its sub-directory) and d:\apps(including
its sub-directory) EXCEPT any files from c:\windows\systems32\GGG
directory.
