So you disabled or unlinked the GP correctly from the OU? Where does the policy come from, if so?
On a client, try "Help and Support" -> Click "System Information" at "Tools - Locate tools like System Information..." -> Click "Advanced System Information" at the left panel under "Tools - Help and Support Center Tools" -> "View Group Policy Settings applied".
This should give you an idea, where the policy comes from and where to disable it...
