GP settings for Windows Firewall?

Hey!
We are just migrating to Win2003 and are now joining all these workgroup
workstations to the domain. We are running in to "problems" where domain
users are not able to use different applications because they are not local
admins and then not able to "unblock" the applications. Everything is greyed
out in the firewall, so they are not able to change anything...
Is there any way we can use a Group Policy or something similar to allow all
domain users this right, without giving them local admin?
