It sounds like the user with the problem has other more restrictive
rights applied somewhere (I hope your not saying, well duh..ha)
Are all 3 of the users residing in the same OU or different ones? My
first reaction is that user3 is in a different OU than 1 & 2, with a
policy being applied to deny quick launch or some kind of policy
denying taskbar changes.
Also, do you have loopback processing enabled for your terminal server
GPO? If so, is it set to "Merge" or "Replace"?
Just a few things of the top of my head as I had similiar issues just
last week.
