Default Domain Policy Disabled - is this normal?



Hi all - I have just started at a company who utilise a Windows 2000
server and I am going over their domain checking things out etc - I'm
used to GPMC on Windows 2003 so am not greatly familiar with the way of
managing GPO's in Win2k - however I've found out all I need to know
about how to create new GPO's and link them etc (by using Active
Directory Users and Computers), slightly different then in GPMC but
essentially the same.

I have one question however, if I right click on our domain in users
and computers, go to properties and then the group policy tab - default
domain policy is ticked disabled - is this normal? It seems odd to me
and what seems even more strange is that the password policy
requirements are defined in this GPO and even though it is apparently
disabled the policy settings still appear to be effective on the
machines attached to the domain (the password policy requirements
appear to be getting enforced).

If anyone could offer any assistance that would be fantastic, thanks!
