Event ID 1058 & 1000 Error while running a Group Policy

I created a batch file for rebooting workstations and this is the content in
the batch file
schtasks.exe /create /SC DAILY /TN dailyreboot /TR
"C:\Windows\system32\shutdown.exe -f -r" /ST 17:30:00 /SD 02/06/2006 /RU
SYSTEM

I created a GP and added this batch file to the the relevant Unique ID
folder and imported it to the Computer configuration\Windows
Settings\Startup script location. I did a gpupdate /force. I infact put
this GP on a test Node OU and tried testing it. It looks that the GP is
working, but it is erroring out at the workstations and is not executing it.

The error what I get at the workstations event logs are as follows:

Workstation1:

<\\domain.domain.com\SysVol\domain.domain.com\Policies\{CE2ECF1E-2CCC-4671-8
A3C-CC4756E25AC0}\gpt.ini>. (The system cannot find the path specified. ).
Group Policy processing aborted.

Workstation 2

Event Type: Error
Event Source: Userenv
Event Category: None
Event ID: 1000
Date: 2/6/2006
Time: 2:16:01 PM
User: NT AUTHORITY\SYSTEM
Computer: WORK216

Description:
Windows cannot access the file gpt.ini for GPO The file must be present at
the location <>. (). Group Policy processing aborted.

Based on the first workstation error, I went and check the microsoft
website and I got this info.

This article describes that the solution is fixed in SP1 for Windows Server
2003. But, we do have SP1 on WIN2K3. But the continuing document says that
you need to do a registry fix and it states

Note After you install the service pack, you still must follow the procedure
that is outlined in the "Registry information" section.

Well, SP1 is installed as I had mentioned earlier, but it does not have this
registry fix shown in this article



After you apply the hotfix, follow these steps:

1. Click Start, click Run, in the Open box, type regedit, and then
click OK.
2. In Registry Editor, locate the following registry subkey:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon
3. If the WaitForNetwork entry is missing, you must add the entry. To
do this, follow these steps: a. Right-click the Winlogon subkey, click New,
and then click Dword Value.
b. In the Value name box, type WaitForNetwork.

4. Right-click WaitForNetwork, and then click Modify.
5. In the Edit DWORD Value dialog box, in the Value Data box, type 1,
and then click OK.
6. Quit Registry Editor.


So, should I make this change in the registry to get rid of this error.
