In all of those cases group policy application is the same, namely GPO
based policy will overwrite local policy if the same is set in both.

Perhaps your leverage point would be with a startup script that
adjusted some settings based on the environment, but it could do
so only if these were not being enforced by policy or by use of a
secedit application of a template to the local policy if the settings
were not governed by GPO.
