Local group policy applied to cached domain logins

I am trying to determine whether I can apply a local policy on a laptop
so that when it is logged in with a local user, or a domain user in
standalone mode (ie not on the LAN/Domain) then the local policy will
be applied.
In an ideal situation, the domain user will log into the laptop when on
the domain, and receive Domain group policies, and when they take the
laptop home, they will log in with their domain credentials (cached
login) and have the local policy applied. Then, when they return to the
domain, the domain policies will be applied.
The aim is to lock the laptop down in terms of access when the user is
not on the LAN, but return it to domain access when back in a
controlled environment.
Can anyone offer advice or information on how local policies affect
cached logins please?
