Account Policies - NT

I need to define account policies to make sure that all accounts created
locally on Windows NT member servers will follow the security requirements
defined by the company.
Two questions?
1 - On a Windows NT Domain, if I define domain account policies, will it be
the local account policies on NT member servers?
2 - If the answer to the question above is negative, is it possible define
local account policies on NT member servers thru System Policy Editor? How?
