JSI tip 2492 always works for me if I want to prevent local Group Policy
from applying to users that have deny read permissions to the Group Policy
folders. The problem though is that you can not edit the local Group Policy
unless you restore read permissions to the administrator and then too
restrictive policy settings could prevent him from editing Group Policy in a
Catch 22 situation. Remote management of Group Policy may still be possible
however.
You may also want to look at the Windows Shared Computer Toolkit that allows
you do configure different settings per user though it does not have all the
GP settings but still goes a long way toward locking down a user. There is
also a dedicated newsgroup for it that is currently heavily monitored and
responding to posts from users by Microsoft. --- Steve

Computer Toolkit link. Works only on XP SP2.
