Thanks for your reply.
I have tried applying these GPOs with no filtering in place at all, and also
with the filter including "authenticated users" and the machine account for
the Terminal Server, but neither way would apply the User Configuration
settings.
As noted in my post below, in RSoP, the Administrative Templates section is
missing under the User configuration section, and it is in these
administrative templates that I configure the most settings to lock down the
Terminal Server desktop, etc. Something's wrong here and I can't figure out
what to do to fix it. I have no way to control my Terminal Server user
interface!
