Just as a idea:
Did you ever reinstaled the AD with the same name?
If so, the clients still can logon, but they can´t change their PW.
They will only be able to change the PW, if set the workstations back
in a worggroup and then back again in the AD.
This can be caused if you reinstalles the AD, with the samen name.
Then the name is identical, but the Domain-SID isn´t.

The behavior sounds a little bit like this.
