Check the logs in Event Viewer to see if any pertinent errors are recorded
and run the support tools netdiag, dcdiag, and gpotool on your domain
controller to see what they report. More than likely you will find something
that will give you a clue. If you find any specific Event ID's that you want
further information on try searching Google web and groups and use
http://www.eventid.net to find further info. Offhand it sounds like it may
be a problem with the sysvol share or permissions to the sysvol folder
