Removing IE Tools Menu with GPO

I administer a Windows 2003 AD with XP Pro SP2 member workstations. I want
to eliminate the 'Tools' menu from Internet Explorer using a group policy
setting. The one KB article I found on the subject (823057) describes how to
restrict certain items on the 'Tools' menu but doesn't describe how to
eliminate the menu item entirely. There are policy settings to eliminate the
'Favorites' and 'Help' menus but not the 'Tools' menu.

Thanks for your help!
