Importing Group Policy from 2 Disconnected Networks

I have 2 networks that must not connect (different forests). I was hoping to
use the GP settings from the existing network. I copied all the folders in
the Policies directory to a CD, and I have tied the policy name to the folder
name. I was hoping to create a new policy, and copy the contents from the
existing policy. But when I do this, the Group Policy Management console
shows there are no settings.

Also, when I try to use the Import feature, and point it to the folders that
had all the pre-exisiting GP info., the wizard stopped me in my tracks
(saying no backup folders). Any ideas on how to easily populate these new
GPO's with the settings from the other network?? Thx,

John
